What the Oregon EPR law requires from your brand
Oregon's Plastic Pollution and Recycling Modernization Act (SB 582) creates a producer-funded recycling system with mandatory registration, data reporting, and PRO fee obligations — independently from any other state. EPR Oregon, in one line: Oregon's recycling law — the 2021 recycling bill SB 582 — brings extended producer responsibility to packaging and paper products, run through Circular Action Alliance, the only PRO DEQ has approved (February 21, 2025), which invoices Oregon EPR fees on the material you report.
PRO Registration
Register with a DEQ-approved Producer Responsibility Organization. Backfill registration is available for producers who missed the initial enrollment period.
Annual Reporting
Report all covered material by type and weight sold into Oregon. The 2026 reporting cycle has closed; your next PRO fee installment is due in January 2027. Reporting must align with DEQ data requirements.
PRO Fees
Annual fees are assessed by your PRO based on material volume and type. Brands with recyclable or reusable packaging may qualify for reduced fee rates.
Oregon EPR fees under SB 582
Oregon EPR fees are invoiced by Circular Action Alliance, the only PRO DEQ has approved (February 21, 2025), on the covered products you report. DEQ treats a producer that has not paid its PRO fees as out of compliance, the same as one that has not reported.
