Included as part of Managed EPR Compliance — one past-due cycle covered (cycle = one reporting year across all obligated states). Prepay the full Term and the inclusion matches the Term length: 2-year Term = 2 cycles, 3-year Term = 3.

EPR fee structures in most states include eco-modulation — fees are adjusted based on the environmental profile of your packaging. Brands using recyclable materials, recycled content, reusable formats, or source-reduced packaging — among other qualifying characteristics — pay lower annual PRO fees.
Tactical eco-mod support is included in Managed EPR Compliance — opportunity flagging, advisory on qualifying changes, and reflection of confirmed characteristics in filings. The standalone Report below is a strategic deliverable for packaging redesign decisions and CFO/sustainability sign-off.

California has to be applied for; the other states have no filing to make but a position you must be able to evidence — and it is re-tested every year. We establish it, prepare the California application, and keep the file current. This sits outside the four-stage Method, for producers who fall below the thresholds.
