What the Washington EPR law (Recycling Reform Act) requires
Washington's Recycling Reform Act (Chapter 70A.208 RCW), passed in 2025, creates a producer-funded EPR program for packaging and paper products. Since July 1, 2026, producers must be a member of a producer responsibility organization (PRO) or register to implement an individual plan; PRO members report the covered products they sell into Washington. After March 1, 2029, a producer that is not a PRO member in good standing and has not submitted an individual plan may not sell covered materials in the state (RCW 70A.208.040). PRO Registration
Join a producer responsibility organization (PRO) approved by Ecology — Circular Action Alliance. Producers must be a PRO member as of July 1, 2026, unless they register to implement an individual plan (RCW 70A.208.040).
