What Washington's Recycling Reform Act requires

Washington's Recycling Reform Act (SB 5284, codified at RCW 70A.208; formerly known as the WRAP Act) establishes a phased EPR program. Registration obligations began July 1, 2026 — well ahead of the program's full launch in 2030. Early registration is not optional.
